Louise Delos Reyes was enraged upon seeing a dog tied up to a tree and was left with no water under the scorching heat of the sun at a mall’s parking lot.
In her Instagram stories, Louise posted a photo of the dog and called its owner as she expressed her concern for the poor animal.
